With Christmas approaching, Health Minister Adam Niedzielski urged Poles to stay at home over the festive period to avoid an increased infection rate before the vaccinations start.
Justice Minister Zbigniew Ziobro criticised Polish Prime Minister Mateusz Morawiecki's decision to accept an EU budget compromise, although officials denied the coalition's end was near.
Leaders were looking to salvage the EU's 1.8-trillion-euro ($2.1-trillion) budget and coronavirus recovery package, seen as vital for the continent's battered economies, after it was blocked by Hungary and Poland over provisions linking it to the respect for rule of law.
"We say clearly that we are not able to accept the budget for the next seven years if at the same time that regulation is adopted. Our partners see that our position does not change," Morawiecki told.
During the first wave of the pandemic, Poland launched a programme of spending, loan guarantees and central bank liquidity measures worth more than 300 billion zlotys.
